Samah El-Naggar

Director of Operations

 

 

Ms. Samah El Naggar brings in a blend of academic leadership, operational expertise, and international experience to her role as Director of Operations at the Luxembourg University Press. With an extensive career in higher education institutions across Europe, the Middle East, and the United States, she has developed a strong foundation in project coordination, academic administration, research facilitation, and intercultural engagement.

 

Ms. El Naggar’s academic journey began with a Bachelor degree in English and Comparative Literature at Cairo University, a Master's degree at the American University in Cairo (AUC), focussing on flexible working conditions and employee wellbeing, and how this creates autonomy, creativity, and trust. She has additionally conducted joint research at the University of California, (UC Berkeley). She continued her academic development to start a Ph.D. degree (The University of Luxembourg) on educating newcomers through structured learning and support programs that foster integration and inclusion. While her study program came to a stop due to various professional commitments in higher education and international academic coordination, her research continues to contribute meaningfully to the field of inclusive education and social integration.

 

Throughout her career, Ms. El-Naggar has held a variety of roles, where she managed graduate admission, Institutional grants, merit awards, student advising, student mobility, faculty research, as well as Work-study programs. She has been instrumental in ensuring smooth, policy-compliant operations in both admissions, research, and administration. Her leadership in organizing advisory meetings and facilitating international academic collaborations reflects her strategic and detail-oriented approach to higher education management.

 

Her current role at Luxembourg University Press synthesizes her expertise in project oversight, academic publishing, multicultural academic environments, as well as cross-institutional communications. She ensures that scholarly publications are accessible to diverse global audiences, and are managed in a way that is aligned with institutional values. With her deep understanding of academic and institutional standards, she champions the organization’s mission to disseminate high-quality research from Luxembourg and beyond.

 

Ms. El-Naggar’s multilingualism and her active advocacy for diversity and inclusion have allowed her to thrive in multicultural environments, having worked in the UAE, India, the US, Luxembourg, Germany, and Egypt. Her work with integration programs for newcomers and refugees showcases her dedication to equitable access to education and knowledge. Her career reflects a commitment to excellence, collaboration, and the transformative power of education—values she brings every day to Luxembourg University Press.
